Saturday, August 21, 2010 is the Observance of Ninoy Aquino Day (a Special Holiday) as per Proclamation No.13

PROCLAMATION NO. 13__
DECLARING THE OBSERVANCE OF NINOY AQUINO DAY ON 21 AUGUST 2010 AS A NATIONWIDE SPECIAL (NON-WORKING) HOLIDAY
WHEREAS, Republic Act No. 9492, which rationalized the celebration of national holidays, amended Section 26, Chapter 7 Book I of the Administrative Code of 1987 by declaring that certain holidays are moved to the nearest Monday unless otherwise modified by law, order or proclamation;
WHEREAS, Republic Act No. 9492, Section 1, included Ninoy Aquino Day as a nationwide special holiday to be observed on the Monday nearest August 21;
WHEREAS, Presidential Proclamation No. 1841, Section 1, has scheduled the observance of Ninoy Aquino Day this year on 23 August 2010;
WHEREAS, observing Ninoy Aquino on August 21 instead of August 23 will avoid the imposition of unnecessary financial burden upon the employers, ensure the continuity of government, business and commercial transactions, promote productivity, while at the same time preserve the solemnity of the observance;
WHEREAS, Republic Act No. 9492 allows the President to modify the day of observance of holidays, including the Ninoy Aquino Day, by a proclamation;
NOW, THEREFORE, I, BENIGNO S. AQUINO III, President of the Philippines, do hereby declare the following:
SECTION 1. Ninoy Aquino Day shall be observed this year as a nationwide special (non-working) holiday on 21 August 2010 (Saturday) instead of August 23;
SECTION 2. This Proclamation shall take effect immediately.
SECTION 3. This Proclamation shall be published in a newspaper of general circulation.
